Development environment and different FPGAs

I'm new to FPGA design. For my studies, I'm using a Xilinx Spartan 3E starter board with the WebPack ISE development environment. From my reading on the web, it seems that Altera is another popular name when it comes to FPGAs. I do have some questions regarding development on FPGA.

Is the ISE system compatible with FPGAs from other manufacturers?
Do I need to buy/download/install a new development environment for each manufacturer?
Can Impact be configured to program anything I add to the JTAG chain? For example, If I design a hardware board with other processors on the JTAG, would I then have to configure the FPGA and PROM from IMPACT and my other processors from other software?

Any comments would be appreciated in helping build up a better understanding of the options available.
